The Punjabi part is so very important, without being fluent in Punjabi and having a good understanding of Punjabi it is hard to understand Gurbani. Chandi Charitar are basically a more detailed version of Chandi Di Vaar. In the first Chandi Charitar Guru Sahib does more description of Durga and the Daints which she destroys and in the second Chandi Charitar Guru Sahib puts more description of the actual fighting. It isn't mandatory to name the child right at birth at least in Canada. You can opt to wait until Naam Sanskaar is done and then you would submit the name with the birth certificate for the government purposes. I guess really it depends on how you justify it. What we have here is we always do Vichaar with all of the Singhs before deciding how to spend our collective Dasvand. So when it is done on a Sangat level there isn't really any problem with paying for lessons for the children to learn Gurmat things.
