It should be pronounced ਤ੍ਰੈ ਤ੍ਰੈ as use of repeated numeral is common in Punajabi and other languages when denoting plural form of subject. For example:

੧) ਘੋੜ ਸਵਾਰ ਸਿੰਘਾ ਨੇ ਢਾਈ-ਢਾਈ ਗਜ਼ ਦੇ ਕਛਹਿਰੇ ਪਹਿਨੇ ਹੋਏ ਹਨ।
੨) ਮੈਨੂੰ ਅੱਠ-ਅੱਠ ਮੀਟਰ ਦੀਆਂ ਤਿੰਨ ਦਸਤਾਰਾਂ ਦੇ ਦਿਉ।

After 18mins when punj pyare come into kirtan darbar. Is that Bhai Jagtar Singh ji in the punj pyare?

Yes, that indeed is Bhai Jagtar Singh jee. Having said that, this is from the period when Bhai Sahib had not yet formed the stand that Punj Pyare should not come out in Sangat after Amrit Sinchaar because after the last Ardaas of Amrit Sinchaar, they cease to be Punj Pyare. Later on, after consulting with Bhai Jodh Singh Delhi and Bhai Mahinder Singh Kala Sangha, Singhs here in Toronto stopped this practice.
