waheguru jee ka khalsa waheguru jee kee fateh

Guru Pyareyo,

Is giving loan on returnable basis to any Amritdhari Sikh (without interest) from Dasvandh Sewa is okay as per the GURMAT?

If you give a loan without any interest then the Gursikh receiving the loan must pay the amoun in full and give interest according to Gurmat.
This is written in rehatnamey ( bhai Chaupa Singh ?) and this advice was given when I took Amrit. I cannot remember what the interest rate is.

When ever a Gursikh accepts a loan and does not return the amount in full he creates a karmic debt ( lekht).

It's prudent that when using Daswandh money as loan, you pay interest on it.

But what should be the interest rate? Using Bibek Budh, it seems reasonable that one uses the going inflation rate as the interest rate. Using inflation rate as the interest rate merely ensures that the money used remains same as borrowed, in the future.

There is no need to use a rate higher than the inflation rate, because the purpose of this financial transaction is not profit but by the same token the buying power of the money should not be less than original amount, at the time of repayment.

If that loan is being offered as a financial help to other needy Gursikh so that he or she need not to pay any interest to Bank or any other such Institutes.

Maybe I have understood wrongly, but how can loaning someone money count as daswandh seeing as you get the money back?

Pyareyo, its kind of taking or using dasvandh account money to help other Sikh and once that Gursikh return the money , the same can be redeposited into Dasvandh Account.

If you give money to a financially poor SIkh and do not expect anything in return including interest
then its considered as Dasvand.

If you give and expect money back so you can use the money later for dasvand purposes then
Sikh should still pay interest, and if you dont want the interest you can put it in Guru Jis Golak.
