Mann Chaao jee, please have a read of these extracts:

Quote
Se Kinehiya (Biography of Baba Harnaam Singh Jee Rampur KheRe by Bhai Seva Singh Jee) p. 359

The Importance Of Hazooria

The great Guru then ordered Baba Ji to tell the sangat on his behalf that, ”Whenever someone comes to pay their respects to Guru Granth Sahib Ji, then that person should have a hazooria around their neck. The old gursikhs used to keep a hazooria with them. If one is doing Ardas with the hazooria around their neck I listen to them with great care and attention. A hazooria is a symbol of humility and servitude to the Lord Almighty. If a gursikh cannot keep a hazooria all day then he should wear it at least when coming to pay respects in front of Sri Guru Granth Sahib Ji. This pleases us.” Baba Ji related both these orders from the great Guru to the assembled congregation. The doubt about who can perform Ardas and whose prayer is heard was dispelled.

Se Kinehiya (Biography of Baba Harnaam Singh Jee Rampur KheRe by Bhai Seva Singh Jee) p. 362

Before entering the Guru’s room, he would wash his hands, face and feet carefully, wrap a hazooria around his neck and always wear a double dastaar. The rest of the sangat was advised to do the same too. These days granthi Singhs (priests) commit negligence when serving Sri Guru Granth Sahib Ji. We should all be alert about this malpractice. When reading Gurbani, we should use the hazooria to cover our mouth when coughing and conducting such actions in the 361 presence of Sri Guru Granth Sahib Ji. Another habit people have when reading path is to place their elbows on the manji Sahib whilst reading. This should to be discouraged, as it is impolite and disrespectful. The scriptures of Sri Guru Granth Sahib Ji should be turned over slowly and reverently. Lastly, we pray that the great Guru bless us all with intellect and insight to perform service of the great Guru with devotion and faith.

On top of while doing Ardaas and being in Maharaj Jee's hazoori, Hazooria is required for doing langar and deg seva (Bhai Jodh Singh Jee's book) and reading Gurbani (from Maharaj Jee's Saroop or Gutka Sahib). Basically it is required for almost all Gurmat karams. For this reason many Gursikhs keep a Hazooria on them at all times with the rest of bana. From what I have heard from Gurmukhs, it reminds us we are beggars who have nothing, in olden days of India, a beggar would spread a cloth across their hands to show the public that they don't have anything, in the same way we don't have anything but Guru Jee's charan have got everything.

Regarding colour and length, plain white (without any decorative borders etc) is preferred colour and length can be 2.25m or 2.5m (sava doh or Tie meter, depending on ones height), the reason for these measurements is that at the 5 Takhats this is normally the length of the siropa that is given out.

I do beg forgiveness for all mistakes

Daas would like to stress on this point "(without any decorative borders etc)" as I am noticing now that some youth in Jatha started to wear Hazooria with decorative borders. I think they are wearing this just because of Dekha Dekhi. Even SGPC prohibits wearing such Hazooria in Hazoori of Guru Sahib. SGPC had to issue circular in 2003 mentioning not to wear Harzooria with decorative borders.

Well said. The Hazooria must be of White colour only. Just look at pictures of old Singhs. Anyone who is wearing a hazooria is always wearing a White one.

And as Bhai Jasjit Singh has pointed out, the decorated borders are not allowed. Such Hazooria that have decorated borders look like Dupatte that fashionable Bibian wear and don't suit Rehitvaan Singhs.
