ਹਰਿ means Akal Purakh and in this word the sihaari in the end is part of the spellings i.e. is mool-ang of the word; therefore, it's always there. When there is no Sihaari in the end of this word and it spells as ਹਰ, it never means Akal Purakh but it means "every" as in the following Pankitis:
