Basically I think the sandesh just says that commitees of Gurdwara Sahibs should do a thorough background check on any individual who wishes to take Sri Guru Granth Sahib Ji home for parkash, and each month they should report the details to Sri AKal Takht when somebody takes Sri Guru Granth Sahib Ji home for parkaash.

Guruduaraa Committees and religious organizations were also asked to inquire as to who currently possesses saroops so that it can be accounted for by the shree takhats of their area. Also, it was requested that candidates be briefed on maryada and protocoals of having a saroop at their home so that future incidences of disrespect be avoided.
