राज ते कीट कीट ते सुरपति करि दोख जठर कउ भरते ॥
Rāj ṯe kīt kīt ṯe surpaṯ kar ḏokẖ jaṯẖar ka▫o bẖarṯe.
From a king to a worm, and from a worm to the lord of gods, they engage in evil to fill their bellies.

The translation is not correct. Instead of translating Surpat as Lord of Gods, it should be Lord of Demigods or devas.

I agree with Bhai Inder Singh jee. ਸੁਰਪਤਿ should be translated as ਸੁਰ (Devtas) + ਪਤਿ (Patee, Maalik, Lord) = Lord of Devtas or residents of Swaraglok.

Does this pankiti mean that everyone (except a Gurmukh) and this everyone includes devi/devte as well, engage in evil to fill their bellies ?

Sure. Any activity devoid of Naam/Gurbani is a form of Maya.
