What do Guru Gobind Singh Maharaaj want to say here? In Guru Granth Sahib ji, it is clear that Guru Sahibs were parmeshwar themselves

ਜੋ ਹਮ ਕੋ ਪਰਮੇਸੁਰ ਉਚਰਿ ਹੈ ॥

ਤੇ ਸਭ ਨਰਕਿ ਕੁੰਡ ਮਹਿ ਪਰਿ ਹੈ ॥

You have to take this Sri Mahavak from Bachitar Natak in the context of Chaubis Avtar bani. Guru Sahib is not telling Gursikhs to believe they are not Parmeshwar if this is the case then why would Bhai Gurdas Ji, Bhai Nand Lal and Gursikhs in Guru Granth sahib Ji refer to Guru Sahib as parmeshwar?

The mahavak is referring to how previous avtaars had haumi and started referring to themselves as Parmeshwar. Even though Guru Sahib was pameshwar he did not refer to himself as such. Even in Gurbani he refers himself mainly using the sanbodhan karak dass or jan. In Gurbani he addresses himself as servant but Gurbani also mentions Har Har jan duei ek Hai bib bichar kichh nahi meaning there is no difference between servant and Vaheguru. Vaheguru manifested himself fully in Guru Sahiban. If Guru Sahib did not address himself as servant then how would Gurbani like Kabyo Bach Benti be written. Who would be doing benti and to who?

Basically, Guru Sahib said this Bachan with respect to Himself, in order to prevent future generations from worshiping the body of Guru Sahib as opposed to Akal Purakh. Previous Avtaars could not prevent their own worship, which is why, our Guru Sahibaan have ensured that we worship Vaheguru. Instead of giving the slogan Guru Nanak ki Jai or Guru Gobind Singh Zindabad, Guru Sahib instructed us to say Sat Sri Akaal! All glory to Vaheguru.

No doubt Guru is the Guru-form of Vaheguru but the purpose of Guru Sahib is get us to worship Vaheguru. So in order to prevent the mistake committed by previous Avtaars, Guru Sahib admonished us to not call them (their physical bodies) Vaheguru. Bhai Sahib Randhir Singh jee has written along similar lines while explaining this Pankiti.

Guru Sahib is Vaheguru; 100% of the way. What Guru Sahib also is; is not someone who boasts about the body; (which he had), but rather the deeper meaning. Unlike idols worship from others; Guru Sahib strictly prohibited representation of him; saying that the body isn't the biggest, but light and jot.
