Akali Kaur Singh from Kashmir, who was a contemporary of Bhai Sahib Randhir Singh jee was different from Bhai Kaur Singh (also known as Bhai Kanwar Singh) of Amritsar Sahib. The article in question was written by Bhai Kaur Singh jee of Amritsar Sahib.
Incidentally both of these Gursikhs were very strict Sarblohi Bibeki Gurmukhs who strived to keep Siri Guru Dasmesh jee's Rehit to the fullest.
