I thought hukumnama comes from Guru Sahib directly, it doesn't make sense for a Gursikh to choose which Shabad is taken as hukumnama?
If I'm wrong please correct me

Hukamnama Sahib can only be given by the present Guru i.e. Siri Guru Granth Sahib jee.

In Akhand kirtani jatha, there is tradition of reciting a shabad after samapti, when degh is being distributed. The most common shabad being recited is 'Gur Poore meri raakh layi'. However sometimes other shabads are also recited like 'Har Kaa Naam ride nit dhayii' or 'Rain Dinas Prabhat Tuhe he gaavna'.

These shabads, usually recited by elder singhs are part of the samagam itself and can not be considered hukamnama from True Satguru Ji.
