In Bhai Sahibs writing he often uses the phrase "Veeh- Ikki" 20, and 21? What does this mean?

I can only think when there was a separation the 2 lead to a zero equaling 20, but through following Guru Sahib the 2 became one equaling 21?

20 Bisvas equal one Bigha (a unit of measuring land, similar to Acre). Bees Bisva means perfect. Bhai Gurdaas jee has written that Guru Sahib is Bees Bisva but He loves his Gursikh so much that He accords him the respect and love of 21 Bisva i.e. more than Himself.
