In Sikhi what do gursikhs advise as being the times when a hukamnama should be taken? I mean other than in the morning and afternoon, what do gursikhs advise as being the issues which we must ask for aagiya from Maharaj?
Furthermore, does anyone have any general advice on what ways to understand hukamnamas when they have been taken for particular issues?

A hukamnama Sahib is taken everytime an Ardaas is performed in the presence of Siri Guru Granth Sahib jee. Normally Gursikhs perform Ardaas before starting any major task or project. So the Hukamnama Sahib would be taken naturally.

It is amazing to see the kind of guidance Siri Guru Granth Sahib jee Maharaaj provides to the Gurmukhs who seek it. It is all a matter of faith. There are many historical instances when Gursikhs took hukamnama for guidance. When Siri Akal Takhat Sahib was in the control of Mahants, they would not allow Amritdhari Gursikhs from low-caste background to present Degh. At one such instance, Gursikhs and Mahants had an argument and both sides agreed on taking Maharaj jee’s hukamnama Sahib. The Hukamana Sahib was so clear that the Mahants had no option but to agree. They not only agreed but also left Siri Akal Takhat Sahib and the control of this supreme Takhat came to Panth. The hukamnama Sahib was as follows:


ਸੋਰਠਿ ਮਹਲਾ 3 ਦੁਤੁਕੀ ॥
ਨਿਗੁਣਿਆ ਨੋ ਆਪੇ ਬਖਸਿ ਲਏ ਭਾਈ ਸਤਿਗੁਰ ਕੀ ਸੇਵਾ ਲਾਇ ॥
ਸਤਿਗੁਰ ਕੀ ਸੇਵਾ ਊਤਮ ਹੈ ਭਾਈ ਰਾਮ ਨਾਮਿ ਚਿਤੁ ਲਾਇ ॥1॥
ਹਰਿ ਜੀਉ ਆਪੇ ਬਖਸਿ ਮਿਲਾਇ ॥
ਗੁਣਹੀਣ ਹਮ ਅਪਰਾਧੀ ਭਾਈ ਪੂਰੈ ਸਤਿਗੁਰਿ ਲਏ ਰਲਾਇ ॥ ਰਹਾਉ ॥
ਕਉਣ ਕਉਣ ਅਪਰਾਧੀ ਬਖਸਿਅਨੁ ਪਿਆਰੇ ਸਾਚੈ ਸਬਦਿ ਵੀਚਾਰਿ ॥
ਭਉਜਲੁ ਪਾਰਿ ਉਤਾਰਿਅਨੁ ਭਾਈ ਸਤਿਗੁਰ ਬੇੜੈ ਚਾੜਿ ॥2॥
ਮਨੂਰੈ ਤੇ ਕੰਚਨ ਭਏ ਭਾਈ ਗੁਰੁ ਪਾਰਸੁ ਮੇਲਿ ਮਿਲਾਇ ॥
ਆਪੁ ਛੋਡਿ ਨਾਉ ਮਨਿ ਵਸਿਆ ਭਾਈ ਜੋਤੀ ਜੋਤਿ ਮਿਲਾਇ ॥3॥
ਹਉ ਵਾਰੀ ਹਉ ਵਾਰਣੈ ਭਾਈ ਸਤਿਗੁਰ ਕਉ ਸਦ ਬਲਿਹਾਰੈ ਜਾਉ ॥
ਨਾਮੁ ਨਿਧਾਨੁ ਜਿਨਿ ਦਿਤਾ ਭਾਈ ਗੁਰਮਤਿ ਸਹਜਿ ਸਮਾਉ ॥4॥
ਗੁਰ ਬਿਨੁ ਸਹਜੁ ਨ ਊਪਜੈ ਭਾਈ ਪੂਛਹੁ ਗਿਆਨੀਆ ਜਾਇ ॥
ਸਤਿਗੁਰ ਕੀ ਸੇਵਾ ਸਦਾ ਕਰਿ ਭਾਈ ਵਿਚਹੁ ਆਪੁ ਗਵਾਇ ॥5॥
ਗੁਰਮਤੀ ਭਉ ਊਪਜੈ ਭਾਈ ਭਉ ਕਰਣੀ ਸਚੁ ਸਾਰੁ ॥
ਪ੍ਰੇਮ ਪਦਾਰਥੁ ਪਾਈਐ ਭਾਈ ਸਚੁ ਨਾਮੁ ਆਧਾਰੁ ॥6॥
ਜੋ ਸਤਿਗੁਰੁ ਸੇਵਹਿ ਆਪਣਾ ਭਾਈ ਤਿਨ ਕੈ ਹਉ ਲਾਗਉ ਪਾਇ ॥
ਜਨਮੁ ਸਵਾਰੀ ਆਪਣਾ ਭਾਈ ਕੁਲੁ ਭੀ ਲਈ ਬਖਸਾਇ ॥7॥
ਸਚੁ ਬਾਣੀ ਸਚੁ ਸਬਦੁ ਹੈ ਭਾਈ ਗੁਰ ਕਿਰਪਾ ਤੇ ਹੋਇ ॥
ਨਾਨਕ ਨਾਮੁ ਹਰਿ ਮਨਿ ਵਸੈ ਭਾਈ ਤਿਸੁ ਬਿਘਨੁ ਨ ਲਾਗੈ ਕੋਇ ॥8॥2॥


It is all a matter of faith and love. Siri Guru Granth Sahib jee is the living Guru of Khalsa Panth and provides all kind of guidance and answers all questions.

anytime we have any doubts, any questions, any confusion in our lives, it's appropriate to take hukamnama. even just having a bad day, a hukamnama from guru sahib can help settle your mind. i don't think there's any limit to when we can ask guru sahib for assistance.

i have found that when we do ardaas with a pure heart and an open mind, guru sahib will answer us very directly. gurbani is a miracle in itself. it speaks directly to our hearts. don't worry about rules for interpreting it, when you have a question, and guru sahib answers, you'll know what he's trying to tell you.
